This means that the VoIP provider has hardware located in Australia this means that call quality to Australian landlines will be of a higher quality. This is due to the fact that when making calls using overseas based VoIP providers to Australian PSTN lines the call needs to make a return trans continental journey which can result in degraded call quality.
